Belgium’s Tax Reform Blueprint: The Devil Is in the Details
On July 18 Belgian Finance Minister Vincent van Peteghem published a report with a blueprint for major tax reform. The blueprint lays out the minister’s proposals for a lower-rate, fairer, and more modern tax system. The minister proposes a system inspired by a “dual income tax”. The minister proposes to continue to tax earned income and replacement income at (slightly lower) progressive rates and to tax income from assets and capital gains at fixed rates of 25%.
